Allow user with a Worker license could change the Location and Contact Person on equipment

If personnel with a Worker license could change the Location and Contact Person on equipment, this would have made Onix more user-friendly for us. As it is now, someone with a control license must do this. This particularly applies to personal equipment such as climbing equipment
