Add a level between Department and Location

Would it be possible to add a level between Department and Location so that locations can be grouped together? For example this would allow a set of locations to be arranged by geographical area?

So we could group location by continents or several countries grouped together to reflect Company structure - for example, an office (department) in Singapore could be controling items located in Korea, Japan, Indonesia etc…
